Tooele City amends traffic code to clarify enforcement of parking on curbless streets

The Tooele City Council approved Ordinance 2025‑25 on Aug. 6 to amend Title 10 of the city code (Traffic Code Chapter 3, parts 5 and 24) to clarify enforceable standards for parking on streets without curbs.
Police Chief Adrian Day said the existing code section (10‑3‑24) was written in a way that made citations difficult to uphold on appeal. He recommended relying on two other enforceable provisions — storage in the public right‑of‑way (10‑3‑27) and an obstruction standard (10‑3‑5) that prohibits parking that leaves less than a specified roadway width. Fire Chief McCoy told staff he needs a minimum of 10 feet to pass in the area and suggested increasing that to 12 feet; Chief Day said a 12‑foot clearance would allow fire apparatus and brush trucks to pass.
Chief Day said combining the obstruction rule and storage enforcement should address most problem areas and allow the city to remove the poorly worded provision. Council members described the change as a compromise that balances enforcement with practical access concerns.
Councilwoman Manzion moved to approve the ordinance; Councilman McCall seconded. The council voted aye: Manzion, Goaches, Hansen, McCall and Brady. The motion passed 5–0.
The ordinance updates the code language and gives enforcement officers clearer standards to cite when parked vehicles or stored items in the public right‑of‑way impede traffic or emergency access.
