The Tooele City Council voted unanimously Aug. 6 to approve Resolution 2025‑68, consenting to Mayor Debbie Winn’s appointment of Matthew C. Johnson as Tooele City Attorney. The vote was 5–0.
Mayor Debbie Winn introduced the resolution and described Johnson’s background, saying he received his Juris Doctor from the S.J. Quinney College of Law at the University of Utah and has been licensed with the Utah State Bar for nearly 23 years. Winn noted Johnson has served the city for 17 years as an assistant city attorney and had filled in recently while the city completed its selection process.
Councilman McCall moved to approve the resolution and Councilwoman Manzion seconded. The council voted aye: McCall, Hansen, Goaches, Manzion and Brady. The motion passed 5–0.
Shiloh Baker, the city recorder, administered the oath of office and Matthew C. Johnson recited the oath for the city attorney position. After the swearing‑in, Johnson thanked the mayor and council and acknowledged the city attorney’s office staff for covering responsibilities during the transition.
The council did not take further action on the appointment at the meeting.
