Council approves $9,900 plumbing invoice for B Street sewer repairs; city clarifies expense recorded when liability incurred

Councilmembers said the expense is recorded under the regulatory basis of accounting when the liability is incurred (when the work is performed) rather than when a check is signed.
Councilmember Maxine Miller moved to approve the invoice; Councilmember Kyle Miller seconded. The motion passed on a 6-0 roll call. The mayor noted the expense will be paid from the water fund rather than the general fund and, with recent water-rate increases, the department can absorb the charge.
Councilors reiterated that emergency repairs can create liabilities before the council signs checks and asked staff for project updates and an inventory of equipment to improve oversight.
