Council rezones part of West Park area from R-1 to R-3 to allow triplex construction

The Helena West Helena City Council on July 15 adopted Ordinance No. 4-2025 to rezone property bounded roughly by West Park, South Marengo, West Russell and South Sam from R-1 (single-family) to R-3 (multifamily), allowing construction of triplexes in the area.
The city attorney presented the ordinance and said the planning commission had considered the rezoning and the council held a public hearing. Councilmember Davis moved to place the ordinance on third and final reading by title; Councilmember Kyle Miller seconded. The council then voted to adopt the ordinance, and a separate motion to adopt the emergency clause passed 6-0.
Council members noted the change would permit triplexes where duplexes had previously been the upper limit and that residents had been heard during the public hearing. The ordinance amends the zoning map for the described blocks and will be effective immediately under the adopted emergency clause.
