Planning staff, represented at the meeting by Chad Martin, said the site is zoned C‑1 (general commercial) and that the proposed pawnshop would be incompatible with surrounding uses, which include restaurants and a nearby school campus. During the staff presentation council clarified the adjacent campus is a ninth‑grade campus, not a K‑12 school.
The council opened a public hearing on the item; no members of the public spoke. Council member Zach Smith moved to deny the permit; the motion carried on a council vote. The denial leaves the property’s existing general commercial zoning in place and prevents the pawnshop use under the city’s conditional‑use process unless the applicant pursues a different application or zoning change.
