Council approves annexation, multiple rezones, contractor-site permit and Center Point plat; nearby truck-stop proposal withdrawn

Weatherford City Council approved several land-use and development items at its May 27 meeting, including a voluntary annexation of city-owned tracts, two small rezones from commercial to single-family residential, a conditional use permit for a contractor office and outdoor storage, and the final plat and right-of-way vacation for the Center Point addition. A separate application for a truck-stop zoning change and an associated preliminary plat (Racetrack Weatherford) was withdrawn by the applicant and was not acted on.

Mayor Pro Tem made the motion, Zach Smith seconded, and the ordinance passed.
Truck stop and Racetrack preliminary plat (8b/8c): The council opened the public hearing for a zoning map amendment to allow a truck stop and the related Racetrack preliminary plat but the applicant requested withdrawal and no action was taken. Scott Honeycutt of Lazybend Road spoke during the public-hearing time to oppose a truck stop in proximity to residences, saying lights and noise could affect nearby duplexes; the mayor and staff confirmed the application had been withdrawn and encouraged Honeycutt to follow up with staff for background.
Small rezones (8d/8e): The council considered two separate small rezoning requests to convert parcels from C-1 (general commercial) to R-1 (single-family residential) at 111 N. Doubleday Street and 114 N. Boundary Street. Kettner said these rezonings correct properties that have been used as residences. Both petitions had unanimous Planning and Zoning Commission recommendations for approval on May 14. Council motions to approve both rezonings passed.
Conditional use permit for contractor office and outdoor storage (8f): The council held a public hearing and approved a conditional use permit (CUP-25-0005) permitting a contractor office/facility with outdoor storage, including vehicles and security guard residences, on about 6.42 acres at 2502 Old Brock Road, subject to five conditions outlined in staff reports. Kettner said the applicant and adjacent property owner had coordinated and that the Planning and Zoning Commission had unanimously recommended approval with conditions (one recusal). Council approved the CUP with conditions; Mayor Pro Tem noted the permitted hours listed Monday–Sunday, 6 a.m.–9 p.m., and was told the adjacent property owner had no issue with the Sunday 6 a.m. start time.
Center Point final plat and right-of-way abandonment (8g/8h): Staff presented the final plat for the Center Point addition (approx. 9.174 acres) and an associated ordinance to close and abandon a portion of Center Point Road right-of-way (approx. 0.889 acres) so a deed can be issued to the owners. The Planning and Zoning Commission recommended approval; council approved the plat with staff conditions and adopted the right-of-way abandonment ordinance.
Ending: The council’s land-use actions passed by council vote. Staff and applicants will follow the conditions, and staff encouraged members of the public with questions about withdrawn items to contact planning staff for updates.
