Council renews Epicenter public‑safety agreement; hourly reimbursement raised to $65

Rosenberg, Texas — The Rosenberg City Council approved a one‑year renewal June 17 of an agreement with Fort Bend Epicenter Sports Facilities Management LLC for law enforcement and fire marshal services at Epicenter events, increasing the facility’s hourly reimbursement rate from $55 to $65.

Chief White told the council the agreement extends the existing service arrangement through a one‑year term similar to last year’s contract. The only material change is the facility’s reimbursement rate for city personnel; staff explained the city will change how personnel are paid for Epicenter work from overtime to a flat rate of $55 per hour plus benefits while the facility will reimburse the city $65 per hour. Staff said the new approach better aligns internal payroll accounting while improving the cost recovery to the city compared with the prior arrangement.

Councilors asked about how often officers are required on site; staff said the requirement is event‑by‑event and the department coordinates with Epicenter management about needed staffing based on the promoter and nature of the event. Chief White also clarified that officers assigned to Epicenter events are off‑duty extra‑job officers rather than drawing from regularly scheduled patrol staff.

Staff recommended approval and council voted to adopt the resolution renewing the agreement and authorizing the city manager to finalize documents. Council members said they supported the renewal and appreciated that the change moved the city closer to cost recovery for personnel deployed at Epicenter events.
