Rosenberg, Texas — The Rosenberg City Council approved a $5,849,275 contract on June 17 to build Rabs Bayou improvements and a regional detention pond, a project funded primarily by Community Development Block Grant — Mitigation (CDBG‑MIT) dollars designed to reduce local flood risk.
Staff recommended awarding bid number 2025‑49B to Serco Construction Group LTD, which submitted the lowest responsive bid for the work. The resolution waives minor bid irregularities and authorizes the city manager to negotiate and execute contracts. The project is part of the city’s fiscal‑year capital improvement program and is estimated at 310 calendar days of work.
According to staff materials presented at the meeting, about 90% of the project cost will be covered by the CDBG‑MIT grant; the work will improve drainage along Rabs Bayou from west of Lane to the eastern city limits and construct a regional detention facility intended to reduce street and yard flooding in the project area. Staff and the city’s engineering consultant advised council that a mobilization clarification with the apparent low bidder did not change the total contract cost.
Council members praised the project as an important infrastructure investment to reduce repeat street flooding and help neighborhoods retain access during heavy rain events. “This is going to help drain our town, keep the town from flooding,” the mayor said while noting long‑running local flood problems. Council and staff indicated residents adjacent to construction will receive bilingual notices and door‑hanger notifications before work that could affect services or access.
Staff recommended approval and the council voted to award the contract to Serco Construction Group LTD. The city manager will execute final contract documents and staff will return with project updates as construction proceeds.
