Rosenberg City Council unanimously approved an interlocal agreement with Fort Bend County on Tuesday to fund construction of Coblen Road Segment 2, a mobility project included in the county’s 2020 bond program.
City staff said the project (project number 21‑14) will construct a four‑lane concrete curb‑and‑gutter boulevard and bridge crossings from the intersection of Band Road and Highway 36 west to a point approximately 2,800 linear feet west of FM 2218. Friendswood Development — the developer of Preserve at Rosenberg and Fort Bend MUD No. 147 — is constructing an initial segment of the corridor; the developer’s portion will include roadway, drainage and utilities for its frontage, city staff said.
The total estimated construction cost for the city‑managed portion is $9,377,150. Fort Bend County will provide mobility funds of up to 50% of eligible construction costs, not to exceed $3,210,000; the city is responsible for the remaining estimated cost of $6,167,150. Staff said funding for the city’s share is included in the FY2024 capital improvement program and noted council previously approved engineering services for the project with Civil Corp LLC.
Councilmembers did not raise objections to the project scope or funding split during discussion. A councilmember moved to approve Resolution R‑3892 authorizing the mayor to execute the interlocal agreement; the motion passed by unanimous voice vote.
Staff recommended approval of the agreement and said the city will manage construction of the City‑funded segment; Fort Bend County will administer its funds for the mobility portion. City staff said the MUD will likely reimburse developer expenses associated with construction of developer‑funded segments once completed.
