The Rosenberg City Council on a 6-1 vote approved Ordinance No. 2025-21, raising the city’s subsidence groundwater reduction fee by $0.20 per 1,000 gallons and adding new minimum commercial charges and base sewer fees for larger meters. Joyce, a city staff member presenting the item, told the council the increase moves the fee from $2.75 to $2.95 per 1,000 gallons and is intended to help the city meet Fort Bend Subsidence District requirements and other water-system costs. "The rate increases are necessary for the city to continue providing high quality potable water to our customers, fund the unfunded mandate by the Fort Bend Subsidence District and to meet the future groundwater reduction requirements," Joyce said. The ordinance also adds a minimum monthly charge for commercial and industrial usage up to 2,000 gallons and establishes base sewer fees for 10-inch and 12-inch meters; current schedules in the code only included up to 8-inch meters. Staff recommended the ordinance take effect Oct. 1, 2025. During discussion, council members did not identify an alternate funding source; the record shows the council reached consensus at a prior July 1 meeting to move forward with the changes. The motion to approve passed 6-1. The ordinance text and a redline version showing the proposed changes were attached to the agenda packet. The council did not adopt further amendments at the meeting; the staff presentation said the changes respond both to the subsidence district mandate and rising operating costs, including rate increases passed on to Rosenberg by the Brazosport Water Authority. The vote means the revised fee schedule and the new commercial meter base charges will be codified in Chapter 29 of the Rosenberg Code of Ordinances and become effective on the date specified in the ordinance.
