Louis Garza, a city staff member, opened the hearing with a citation to state law: "Texas local government code section 102 dot 0 0 6 requires the city to hold a public hearing on the proposed budget, and all interested persons shall be given the opportunity to be heard for or against any item or the amount of any item contained in the proposed budget."
