Rosenberg City Council approved a change order totaling $191,391.51 for the Wastewater Treatment Plant No. 1 headworks mechanical screen replacement project after staff described an unforeseen routing change and bypass pumping needs during construction.
Staff told council the change order reflects a modification to the influent piping routing to discharge to a different location and bypass-pumping costs that were required when an influent gate that operated during design proved nonoperational during construction. City staff explained that Quiddity Engineering LLC has agreed to reimburse the city $140,609.88 of the change order amount, citing a design error; the remaining $50,781.63 covers contractor costs for bypass pumping and other unforeseen conditions.
The change order increases the construction contract to $2,361,391.51, staff said. Staff also told council the change will extend the contract calendar by 190 days and revise the contract completion to 456 calendar days.
Councilmembers asked whether construction timing and neighborhood impacts would change; staff confirmed the extended contract timeline and said work will continue with the approved change order. “Change order number 1 is attached to resolution number 3940 as exhibit A. Staff recommends approval,” staff said in the presentation.
Formal action: council approved Resolution R-3940 to authorize execution of Change Order No. 1; the motion passed unanimously.
Background and next steps: staff said Quiddity’s partial reimbursement reflects a design responsibility; the remainder of the charge covers contractor-required bypass pumping. The city will continue to oversee construction progress and report on schedule and budget to council.
