BLM Wells Field staff briefed the commission on multiple resource and development projects in the field office jurisdiction.
"We are still working with the Idaho and Nevada SHPOs for visual impacts and then also doing ethnography consultation with multiple tribes," said the Wells Field update on the Swift North project; the office is awaiting a communications (comm) plan from LS Power and a letter from the Advisory Council on Historic Preservation (ACHP) on how the Section 106 processes will be coordinated. The notice-to-proceed date remains uncertain until the comm plan arrives.
Melissa Fisher (Wells Field manager) also reported the Beacon Hill exploration project's draft EA is in review with internal comments returned to the contractor; staff expect to release the EA for public comment in one to two weeks.
On the Juniper load plan of operations, staff said the application requires a second completeness review because it lies within or near the Bluebell wilderness study area; the office may issue a notice of proposed action (NOPA) to interested parties.
Staff said chapters 1 and 2 of the D Th allotment documents have been released for cooperator and permittee review, and state office staff are finalizing a biological assessment for Lahontan cutthroat trout (LCT). "State office is actually working on our biological assessment to submit for US Fish and Wildlife, for LCT," a BLM speaker said; the Wells office currently lacks a dedicated fish biologist and a state staffer took up that task.
The Antelope and Triple B HMAP (Habitat Management Assistance Program) EA comment period is closed and a decision is anticipated.
Commissioners were invited to ask questions; staff encouraged local stakeholders to watch for public-comment opportunities and for possible NOPAs related to the Juniper plan.
No formal actions were taken at the meeting; the update focused on procedural status, consultation and timelines.
