The Rowlett City Council convened a closed executive session during Tuesday’s meeting to consult with the city attorney regarding pending litigation and matters involving extraterritorial housing finance corporations.
The mayor read two items into the record before the closed session: (1) City of Rowlett and Garland Independent School District v. Pecos Housing Finance Corporation and Sean Dougherty in his official capacity as chief appraiser of the Dallas Central Appraisal District, cause No. DC-25-07779 in the 130th Judicial District Court of Dallas County, and (2) City of Rowlett and Garland ISD v. Pleasant Housing Finance Corporation and Sean Dougherty, cause No. DC-25-07778 in the 190th Judicial District Court of Dallas County. He also cited consultation under Texas Government Code §551.071, subsection (1), chapter (a) and paragraph (2) regarding regulation of activities by extraterritorial housing finance corporations.
