Andrew Garcia, owner of Drizzy’s Mobile Washing Services, said he operates an LLC, carries insurance and pays taxes but has received inconsistent enforcement and conflicting explanations about whether a city ordinance or state environmental law applies. Garcia said he is willing to use biodegradable supplies and meet state requirements if provided clear written standards.
During later discussion (item planning for next meeting), city staff told council the city currently does not have a local ordinance covering mobile car washing; in that absence the Texas Commission on Environmental Quality’s regulations govern. Staff said TCEQ guidance requires recovery of wash water and that any local ordinance cannot be less restrictive than state law. Council directed staff to consult further with TCEQ and to put a mobile-car-wash ordinance and fee discussion on an upcoming agenda so the council can consider local rules or seek legislative or regulatory relief if needed.
