Pecos City approves $99,550 contract to plug five abandoned wells required by TCEQ

Pecos City Council approved a resolution authorizing the city manager to enter an agreement with Chad Harvey Water Well Services LLC to plug five abandoned water wells at a total cost of $99,550.75.
Director of Public Works Kelvin Rich told council the Texas Commission on Environmental Quality (TCEQ) identified the abandoned wells during an audit and required they be plugged; the city could either plug them or face fines that staff said would exceed the contract cost. Rich confirmed the expense was not previously budgeted and that the general fund would cover the work.
Councilman Saldania moved to approve the resolution; Councilman Perosco seconded and the motion passed by voice vote. Staff said the city has been purchasing and standardizing replacement pumps for pump and lift stations to reduce downtime, and the well-plugging work is a separate compliance requirement.
Next steps: City staff will work with the contractor to schedule plugging work and report back on completion and any reimbursements from applicable insurance or grant programs if relevant.
