Council approves special-use permit for oversized accessory structure at 3205 Toller Drive

The Rowlett City Council on Tuesday approved a request to amend the zoning map and grant a special-use permit that will allow an enclosed accessory structure larger than the usual 500-square-foot limit at 3205 Toller Drive.
Planning staff presenter Liliana Morajon told the council the property is zoned SF-40, is approximately 0.46 acres, and that the applicant’s site plan shows a 2,700-square-foot primary structure with an addition and a proposed accessory structure sized up to 1,100–1,140 square feet. Morajon said staff checked lot coverage, height and setback requirements and concluded the proposal meets the code’s standards, including the 35% rear-lot coverage threshold when driveway area was included in the calculations.
No members of the public signed up to speak during the public hearing. Council Member Shoop said he visited the site and found the proposed accessory structure to be ‘‘completely in character with the neighborhood’’ and that neighboring lots have similar structures. Shoop moved approval of the special-use permit; Council Member Bridal seconded. The motion carried unanimously, 6-0.
Morajon noted the Planning and Zoning Commission had recommended approval at its May 27 meeting. The council’s action allows the accessory structure by special use under SF-40 with the size limitation and setback requirements described in the staff report.
