Rowlett — The City Council on July 15 adopted a resolution approving a tree‑removal permit for Phase 2 of the Trails at Cottonwood Creek master development, covering about 88.774 acres.
Community Development staff said the preliminary plat for Phase 2 was approved in June 2024 and that the tree‑removal permit supports development of 293 residential lots, 17 public open spaces and associated infrastructure. The city’s tree plan showed 584 protected trees on site; staff said the applicant will remove 371 protected trees, retain 213 protected trees through credits, and plant 709 replacement trees and landscape material under the mitigation and planting plan.
Planning & Zoning Commission unanimously recommended approval. Councilmembers praised the developer’s approach to tree preservation and integration of environmental sensitivity into the master plan; one councilmember said the developer had previously conserved trees at higher than required levels.
A motion by Mr. Shoop to approve the tree‑removal permit, seconded by Mr. Reeves, passed unanimously. Staff said the site plan remains under review and that final construction and mitigation schedules will be enforced through plan and permit conditions.
