Pecos council denies two bulk-water resale permit applications, staff warns pause until new wellfields

The first application, submitted by MTZ Industrial Solutions LLC, listed a potential maximum use of 1,000,000 gallons per month, the cap the city previously set for bulk resellers. Councilman Grant moved to deny the application; the motion carried with Councilman Carrasco recorded as abstaining. Staff recommended denial until additional water sources are available.
The second application, from Premier Power Wash LLC, initially requested 1,000,000 gallons per month but later told staff it would limit use to 100,000 gallons per month. Councilman Corona moved to deny this application; the motion carried with Councilman Perrosco recorded as abstaining.
Assistant staff and public-work officials cautioned that approving additional bulk-water resellers complicates system planning and can strain supply, particularly until planned well-field projects are completed. Councilmembers cited past city direction to limit new bulk-water permits and said staff should continue to require fuller documentation from applicants before bringing future requests forward.
No formal moratorium ordinance was adopted at the meeting; staff advised council they would recommend against approvals until new well infrastructure is available and suggested requiring applicants to submit more complete background materials with future petitions.
