Rowlett — The City Council on July 15 approved a special‑use permit and site development plan to allow a 61‑unit multifamily condominium building at 4310 Main Street with approximately 2,300 square feet of ground‑floor retail space.
Staff said the site, zoned form‑based urban village, sits within the Downtown Rowlett strategic plan area and that the proposal complies with the urban‑village form‑based standards except for two minor warrants: (1) access‑drive intersections along the block face and (2) interior parking‑lot landscaping where canopy tree planting is constrained by lot width. The Planning & Zoning Commission recommended approval by a 3–2 vote.
Developer representatives said the retail would front Main Street and total about 2,307 square feet; residential units would be above. The project is four stories, roughly 63 feet tall, and provides 96 parking spaces with seven set aside for retail and seven bicycle spaces. The applicant described mix of unit sizes and a mix of one‑ and two‑bedroom units.
Council members supportive of the project said it aligns with the downtown plan by providing households near transit and street‑front retail. Concerns were raised about Kirby Street access and condition; staff and the applicant said the development will dedicate 15 feet for future widening and that final construction plans and fire‑access details will be reviewed as part of plan approval and permitting.
The council voted 6–1 to approve the project; council members said the ground‑floor retail requirement and form‑based code integration were important components of the approval.
