Following a closed executive session on Aug. 4 citing Texas Government Code section 551.074 (personnel matters), the Rowlett City Council returned to open session and approved two separate employment-related amendments.
For the city manager, the council authorized the mayor to execute a second amendment to the city manager's employment agreement reflecting changes discussed in executive session. The motion described amendments to sections 3.2, 5.1 and 6.1 of the agreement and the addition of a new subsection 3.5. A motion to authorize the mayor to execute the amendment was made in open session and the council approved it unanimously, 6-0.
For the city secretary, the council authorized the mayor to execute a second amendment to the employment agreement of City Secretary Deborah Sorensen to amend section 2(c) as discussed in executive session, and additionally authorized the mayor to execute a consulting services agreement with Deborah Sorensen on the terms discussed in executive session. That motion also passed unanimously, 6-0.
Why it matters
Both votes implemented personnel decisions the council deliberated in closed session under the Texas Government Code exemption for personnel deliberations, and both motions were finalized in open session with unanimous support.
