Rowlett — The City Council approved, 6–1, an amendment to a planned development to reduce a required rear building setback from 25 feet to 22 feet for Lot 1, Block A at 5433 Lakeview Parkway. The change brings into compliance a 720‑square‑foot vehicle repair bay that was constructed without a permit behind an existing auto body and repair shop.
Community Development Director Bureau Hall explained inspectors discovered an unpermitted patio cover and, subsequently, a 720‑square‑foot repair bay that encroached approximately three feet into the rear setback. "The applicant submitted a permit application for the attached patio cover. It was already constructed without a permit," Hall said, adding staff worked with the applicant to bring the property into compliance.
Applicant representatives said the new structure is a pre‑fabricated metal building constructed on a poured slab and that they will submit full architectural, structural and electrical plans to the city and add required site improvements including landscaping, a dumpster enclosure and a fire lane. "We're actually gonna bring in architectural, electrical, and structural engineers and present to the city a full set of plans to bring that building into code," said Majid Kelleth of Rock Design Engineers, who said the applicant will make additional site upgrades.
Councilmember Reeves moved to approve; Councilmember Shoop seconded. Councilmember Gibbs cast the lone opposing vote. Several council members admonished the applicant that permit processes should be followed and emphasized contractors and property owners should confirm permitting before construction. The variance approval applies only to the subject lot and the council required the applicant to proceed through required plan reviews and inspections.
