Rowlett’s City Council approved a resolution Tuesday to suspend the Sept. 17, 2025 effective date of a proposed interim GRIP rate adjustment from CoServ Gas Ltd., delaying implementation for the maximum 45 days allowed under state law so the city’s steering‑committee counsel can review the filing.
Assistant City Manager Renissa Wade told the council CoServ filed a GRIP (Gas Reliability Infrastructure Program) petition tied to 2024 investments and is seeking recovery of about $2.67 million in system investments; CoServ’s proposed increase would mean roughly $3.33 more per month for an average Rowlett residential gas customer if implemented as filed. Under the GRIP statutory framework the city may not litigate the filing in the same manner as a general rate case, but the city may suspend the effective date to allow the committee’s legal counsel (a firm experienced in utility representation) to review the petition and identify any potential grounds to contest elements of the filing.
Wade said the city is represented by a steering committee coordinated through counsel (Gosling & Lord of Austin), which will examine the CoServ filing for legal sufficiency and potential issues. The council voted unanimously to authorize staff to file a suspension, delaying the proposed rate change until November 2025 while counsel completes its review.
Council members said they supported the suspension as a protective measure for residents; staff confirmed the action has no direct fiscal impact on the city and that any approved change would be billed to utility customers through CoServ.
