The committee reviewed a status update May 27 on a July 2024 performance audit of the Regional Transportation District (RTD) fiscal governance. The Office of the State Auditor told the committee RTD management and board agreed with most recommendations and provided supporting documentation for progress reported to the auditors.
RTD managers reported they have implemented 10 of 14 management recommendations and expect to complete the remaining items by March 2026; the RTD board office reported 4 of 7 board recommendations implemented and anticipated full implementation by December 2025. Jack Kroll, Executive Manager of the RTD Board Office, highlighted implementation of a board training program: “We’ve successfully completed 10 out of their 13 trainings with 3 left which will be completed by [August],” reflecting a recent influx of new board members.
The audit’s recommendations included revising RTD’s cost‑efficiency metric (which the General Assembly addressed in Senate Bill 2551), ensuring capital renewal projections are adhered to, improving board access to budget and performance information consistent with the Local Government Budget Law, and implementing accountability committee recommendations. RTD staff said they will post additional comparative agency information on their website and continue the implementation schedule.
The committee heard the status report and had no further action items; RTD representatives remained available for follow‑up requests.
