Elko County Regional Communications staff reported operational statistics and several system upgrades at the Aug. 7 meeting of the Elko County Enhanced 9‑1‑1 Board.
Carrie Hampton, staff member, said the dispatch center handled 5,832 total calls last month, with 4,105 nonemergency calls and a 9‑1‑1 answer rate of 99.75 percent. She said peak hours were roughly 9 a.m. to 9 p.m. and that the center had two current vacancies and several dispatchers nearing the end of training or probation.
Hampton gave staff updates on three technology projects. She said staff obtained a radio console quote from Tate for $605,828.30 and that Motorola had not yet returned a competing quote. Master‑clock hardware quotes were in hand from two vendors: one itemized at $3,490 (parts only, no installation) and another at $6,870, which staff said was closer to prior quotes. Hampton said staff continue to solicit a third quote for clocks and are awaiting Motorola’s response on the console.
Hampton said the center is advancing text‑to‑9‑1‑1 implementation and that Pam (staff) had prepared policy and procedure material that will be routed through county review. Hampton said the plan also includes possible video capabilities through a vendor integration. She described text‑to‑9‑1‑1 as the next major project that will “benefit the community.”
On emergency notification, staff said the county expects to stand up a rapid‑notification product (discussed as Spellman/Motorola and Rave) to notify responders and members of the public. The tool would enable channels and subscription options in a public app for targeted alerts and would allow access to IPAWS and wireless emergency alerts (WEA), staff said.
Staff also discussed server options for the Spillman CAD system and asked whether keeping West Wendover and Elko on the same server remains desirable; staff said a move off the state server could allow more local customization. A board member said the state server limits local modification and that a county‑hosted server would allow more control over Spillman configuration and use.
Hampton said the center participated in community outreach events (National Night Out) in Carlin and Elko and that dispatchers engaged with the community. She also described staff participation in an eight‑week chaplaincy/stress training program for one dispatcher and a dispatcher nearing the end of probation.
No policy changes were adopted. Several technology procurements remain pending staff follow‑up and quote collection; the board requested that staff continue work on vendor quotes and present final packet items for County Commission consideration.
