CC Communications says Spring Creek NTIA broadband project about 45% complete, files revised baseline and plans extension

Vest said the company had filed an updated baseline that extends the program schedule through 2027 and that the official extension request will mirror that baseline. He added that the project had passed an audit and a desk review with no findings and that as part of grant requirements the operator has conducted and documented customer speed tests.
Vest also described federal program complexity: CC Communications and another provider both pursued BIP funds and built overlapping facilities; he said NTIA’s award rules tie grant funding to the network baseline at award time and that concurrent private builds do not invalidate the grant. Vest warned that a separate $42.5 billion national broadband equity program (BEAD) is being revisited at the federal level and may force state-level re-awards and changes in technology-neutral procurement rules.
