Carlin officials outline water, housing and broadband projects as development surges

City of Carlin officials told the Elko County Board of Commissioners on a local update that the city is advancing multiple infrastructure and development projects that city leaders say will expand water capacity, add housing and bring fiber broadband to new subdivisions.

The city manager, Elliot Farland, said the storage tank and water transmission project is “99% complete” and that the project finished under budget. He said an Arthur Springs main water replacement project is permitted and ready to bid but is temporarily delayed by the Nevada Division of Environmental Protection (NDEP) grant process; Farland said NDEP staff had agreed to provide an additional $282,000 toward the project during a recent meeting.

The additional NDEP funds, Farland said, would “be a significant boost” for the main-line replacement. He told the commissioners the main-line work would allow the city to move water from a reservoir site and supply up to 90% of the city’s water in the long term, while noting wells and other enhancements remain part of the overall water system.

Farland described a proposed Oak Street lift station project that is in engineering and said city staff have discussed applying for a congressional grant that could cover up to 90% of that work; he said a congressional office is helping with a potential $5,000,000 grant application for the next federal cycle.

On wastewater, Farland said Carlin is developing a solids screening facility at the sewer lagoons. He told the board the project is about $1,200,000 and that the city aims to fund roughly half with a federal grant and the remainder from city cash. He said engineering for an Oak Street lift station is at 60% design and that the city hopes to pursue federal funding next year.

On housing and economic development, Farland said Nevada Rural Housing Authority is planning a senior housing project called Passmore Place with about 21 units; he said the authority had roughly 85% of funding in hand and Carlin would contribute land for the development. He also said Nevada Gold Mines (NGM) plans a joint-venture subdivision that will include fiber optic broadband from Anthem Broadband and an initial phase of roughly 50 half-acre lots.

Anna Pella, the city building inspector, gave construction and business updates, noting new commercial projects (including TA/Luvs and a fast-food/casino conversion) and that MSA Labs is expanding its assay operations. She said the city is working on an RV ordinance that would set requirements for short-term rentals of RVs to address life-safety and setup standards similar to manufactured housing.

Farland also said a community splash pad broke ground and that concrete testing had been completed; he estimated construction at 45–60 days. He asked for the county’s continued support on federal and state matters, including a request to return certain federal lands to municipal control to allow city expansion.
