County approves encroachment for residential fiber; relocation item and phone upgrade tabled

On July 16, 2025, the County Commission approved an encroachment agreement permitting 3 Rivers Telephone Cooperative to install a fiber optic cable under Coal Mine Road at the intersection with East Lake Road to serve a residential connection. The commission’s road department reviewed and approved the plan, and commissioners moved, seconded and voted to approve the agreement; the chair called for the vote and the motion carried.
The agreement covers placement of a residential fiber line beneath Coal Mine Road at East Lake Road. A commissioner asked whether the installation was for a house or business and was told it is a residential fiber connection. County staff told the commission the work “doesn’t look like it’s gonna affect anything” on county infrastructure and that the road department had reviewed the project.
Related agenda items were not resolved. A separate encroachment/relocation matter scheduled for later was tabled because the issue remains unsettled and will appear again on a future agenda. County officials also discussed the county telephone system: the current system’s voicemail is not functioning and is not repairable, and the county is reviewing options for a replacement phone system; commissioners said questions remain and the item will be addressed further.
The commission also heard from the road department about upcoming road closures tied to mud and reworking of roads; no further action on closures was recorded at this meeting.
