The Missoula County Board of Commissioners approved an extension for the Riverside Industrial Subdivision phasing plan, moving the final plat submittal deadline for phase 1 from Aug. 4, 2025, to Aug. 4, 2028. Patrick Swart, a planner with the Office of Planning, Development and Sustainability, told the board the original subdivision was approved Aug. 4, 2022, for about 36 lots on roughly 160 acres and was subject to 32 conditions of approval and two phases. Phase 1 had been scheduled for a 2025 submittal; the applicant requested more time to align development with the Wai infrastructure plan and to consider alternative water and wastewater options becoming available in the Y area. Swart said the subject property is split‑zoned with three land‑use designations in the Missoula area land use element—industrial center, working lands (AG working 40), and planned neighborhood—and that the phasing plan followed those zoning boundaries. He said the applicant cited proximity to the Grass Valley industrial water system and the Grass Valley Gardens proposed wastewater system as reasons to delay submittal while those systems progress. The county solicited agency comment and received one response from the public works building division noting no objection; no public comments were posted on Missoula County Voice as of the meeting. Jamie Rehbacher of WGM, who represented Riverside Contracting Inc., told the board the request was “fairly straightforward” and that the team is “waiting for the progress of the water and wastewater systems in this area and the WAI infrastructure plan.” Commissioner (mover) moved to extend the final plat submittal deadline for phase 1 to Aug. 4, 2028, “based on the findings of fact in the staff report”; Commissioner (seconder) seconded. The motion carried on an aye vote. Swart had recommended approval. The extension preserves the applicant’s option to proceed with phase 1 while the nearby Grass Valley water and wastewater infrastructure projects advance; future building and trade permits will be required for any structures, per the public works building division comment.
