Mike Delila, senior utilities engineer and acting city engineer, told the committee the project is to be 100% grant-funded after Edmonds secured $700,000 from HSIP. Delila said the grant will fund design and construction at multiple locations and that the city allocated about $120,000 to the design phase. He credited Bertrand, the project presenter, with securing the grant: "...it's all Bertrand," Delila said.
