Payson City Council certifies Aug. 12 municipal primary; staff to file with lieutenant governor

Payson City Council on Aug. 26, 2025 approved a resolution certifying the results of the Aug. 12, 2025 municipal primary election and will file the certification with the lieutenant governor's office, city staff said.

City staff described the required election statistics and new state reporting categories that must accompany the certification. Kim, a city staff member, told the council that Payson had 11,384 registered voters and 2,308 ballots cast in the primary, a turnout of about 20.3 percent. The city must also report how many voters are classified as public, private and withheld under the state's reporting rules, Kim said.

The information packet included precinct-level statistics for Payson’s 14 precincts. Kim noted that some precincts had very small numbers of voters; one precinct recorded four ballots and another recorded none. Staff also described ballot issues that affected counting: unsigned ballots that required contact with voters to correct, provisional ballots and ballots that lacked proper identification and therefore were not counted.

After discussion, a council member moved to approve the canvass resolution and the council adopted it by roll-call vote. The vote recorded Councilor Hyatt, Councilor Moss, Councilor Rowley, Councilor Hulett and Councilor Christiansen voting yes. The motion passed. City staff will attach the reported statistics and the certification and submit them to the lieutenant governor’s office, as required.

The certification follows a state requirement to provide detailed ballot and voter-category statistics with canvass filings; Kim told the council the city had only recently received some of the final data from the county and that an item in the packet was corrected when county staff updated online ballot statistics.
