DRC conditionally approves Tanner Flats Phase 2 amended plat; staff urges care on utility removals and mailbox relocation

The Development Review Committee on Aug. 12 conditionally approved the amended final plat for Phase 2 of Tanner Flats, which implements a council‑approved vacation of two stub roads and adjusts the alignment of Auburn Drive, subject to redline corrections and confirmations. Staff explained the city council previously approved the road vacations required for the replat. Committee members and public-works staff emphasized caution when demolishing or abandoning constructed road segments because utilities (water, sewer, pressurized irrigation, gas, power and communication conduits) and laterals may be affected. Jason (engineering) said the city must ensure records and mapping are accurate so future crews or homeowners do not encounter unrecorded stubs or laterals. The applicant proposed relocating a cluster mailbox from the south side of a block to the north side to improve postal-route efficiency. Committee members recommended shifting the mailbox further east toward an intersection and asked staff to condition approval on confirmation from the U.S. Postal Service and on moving the box sufficiently far from a stop sign to avoid sight‑line and safety conflicts. A motion to conditionally approve the amended Phase 2 final plat carried; the motion included addressing redline comments. Staff will circulate redline comments to the applicant and require confirmation of mailbox relocation with the post office and utility coordination during demolition and construction.
