Payson council adopts updates to city development guidelines; Main Street work near completion

Payson City Council on Aug. 6 approved amendments to the city's development guidelines intended to clarify standard construction details and reduce misinterpretation during projects.
Jonathan, a city development staff member, told the council the update refines technical details to resolve construction issues and reduce developer attempts to reinterpret standards. "This is just clarifying some of our standard details and trying to resolve issues that we find during construction," Jonathan said.
Councilors thanked staff for the detailed revisions. Jonathan also gave a progress update on downtown infrastructure work: "Main Street, right now, they are collaring the manholes and the valves. So it should be open for traffic in a couple weeks. They're finishing up the sidewalk and then other landscaping and things like that on Main Street itself. The parking lot, we're shooting to have it done by the August ... but we're done digging for the most part, so it should be no more unforeseen issues."
The council voted to adopt the amendments by roll call. Councilor Hyatt, Councilor Moss (Anne Moss), Councilor Rowley and Councilor Christiansen voted yes; Councilor Hewitt was excused.
Kicker: Staff said the changes are intended to streamline approvals when developers follow the city's general plan and noted that the city tries to balance faster administrative approvals with protections for municipal interests.
