Council backs city use of LTAP pavement assessment to update road and sidewalk plan

The Highland City Council authorized staff to proceed with a pavement and sidewalk assessment proposal from LTAP (Local Technical Assistance Program) priced at $18,150. Staff explained the assessment will evaluate pavement distress, estimate remaining service life for streets, deliver GIS-formatted data and a summary report with budgetary cost estimates. The LTAP scope also includes a field review of sidewalks and mapping of ADA ramps and detectable-warning surfaces. Staff said the work would likely be completed in time to incorporate findings into the city’s 2026 maintenance program. Council members asked whether to go to an RFP for comparable firms; staff said LTAP generally offers competitive pricing because it uses student labor and established methods and that staff could issue a broader RFP if council preferred. Council indicated support to contract LTAP and to include sidewalks in the assessment.
