The Highland City Council authorized a change order of $18,624 to Banker Construction for the Hanover sewer repair project on Aug. 19. Staff explained that contractors encountered a sagging 15-inch storm drain, a cracked clean-out box and additional curb-and-gutter work during the repair. City staff had discussed the unanticipated conditions with council in a prior meeting and presented the change order as an expedited action. Council Member Scott moved to approve the change order; Council Member Kim seconded. The motion passed 5–0.
