The Highland City Council approved a plat amendment combining a privately owned lot with an adjacent open-space parcel in the Windsor Meadows subdivision and vacating a former public utility and drainage easement. Rob, a city planning staff member, told the council the applicants followed notice requirements, no objections were received by the deadline, and the easement appears to be an old internal lot drainage easement rather than an active city drainage facility. Council members asked about why the item came to council; staff explained the county requires an amended plat to recognize the single parcel at the county level, and Highland’s code also sends easement vacations and amended plats to council. Council Member Kim moved to approve the Windsor Meadows amended lot 37 subdivision plat; Council Member Scott seconded. The motion carried 5–0.
