Council delays Utah County interlocal for 4800 West project to allow clearer public materials

The Highland City Council voted unanimously to continue consideration of an interlocal agreement with Utah County for the 4800 West roadway project until a future council meeting, citing a need for clearer, publicly posted project drawings. City staff described two related applications to MAG: a 2022 corridor project focused on curb, gutter and a multi-use trail connecting Alpine’s roundabout to Caddy Lane, and a larger 2024 application that included more extensive intersection improvements. Staff said the 2024 application (about $9.4 million) was not funded and that competition from an airport-related project affected ranking. Council members said residents had given robust public comment at earlier hearings in 2022 and 2024 and requested that the packet for the continued item include clear drawings that reflect what the council actually approved in 2022. One council member expressed concern that the drawings currently available to staff were the original 2022 submittal (which included wider widening) rather than the modified design the council approved. Council Member Scott moved to continue agenda item 3d; Council Member Ron seconded. The motion to continue carried 5–0. Staff said the interlocal will be continued to a September meeting to allow time to publish the specific project drawings and reduce confusion for residents.
