Council rezones property near Highway 193 to M‑1 after code‑compliance review

The Layton City Council voted Aug. 24 to adopt Ordinance 25‑20, rezoning a property on the northwest side of Highway 193 and North Hills Drive from CH (commercial highway) to M‑1 (manufacturing/industrial), following a planning commission recommendation and staff review.
Weston Apollone, planning staff, told the council the applicant, Matthew Reed, is both the property and business owner and operates a contractor storage yard (Elevated Property Maintenance) on the site. The nonconforming use was identified through code‑compliance review during a business‑license application; staff and the business owner worked together on the rezone and agreed screening and landscaping requirements would be added to bring the site into compliance. Apollone said the city’s general plan already designates the property for manufacturing uses, and the planning commission unanimously recommended approval on July 22.
Council members asked whether the rezone resulted from the business owner’s application or from code‑enforcement action; staff confirmed code compliance initially triggered the review when the business‑license application was processed. No members of the public spoke in the public hearing. A motion to close the public hearing and adopt Ordinance 25‑20 passed unanimously by roll call (Councilmen Roberts, Watson, Morris and Councilwoman Amber Smith Edmonson voted yes; one council member was excused).
