The City of Eagle Pass Planning and Zoning Commission on June 18 tabled a variance request from property owner Anibal Jimenez for 2616 Arrow Point Boulevard to allow a 20-by-20 covered carport that would encroach on the 25-foot front-yard setback and a 10-foot electrical easement.
Mister Madera, Planning Department staff, told the commission the property is in an R-2 residential district where the required front building setback is 25 feet and that the parcel is a 6,682-square-foot lot. He said utilities flagged concern: "structures or even carports... encroaching on utility easements make it difficult for them to do repairs when there's damage or issues," and he added that staff's recommendation was to deny the variance because the lot showed no unusual hardship.
Owner Anibal Jimenez attended and said he would be willing to shift the carport closer to the house and stop short of the 10-foot electrical easement so part of a vehicle might remain uncovered. Jimenez said he can move the structure closer to the home by roughly 3–5 feet given existing conditions and expressed a desire to match the carport finish to his house.
After discussion about utility access, underground electrical lines, precedent in the subdivision, and the risk that a utility repair could require removal of improvements in an easement, a commissioner moved to table the application to the next meeting to allow the applicant time to explore designs that would not encroach into the easement. The motion to table was seconded and carried by voice vote.
The tabling is procedural and not an approval; it leaves the stop-work status and permit review pending while staff and the applicant discuss alternatives. Mister Madera offered to contact the applicant to discuss options prior to the next meeting.
