The Eagle Pass Metropolitan Planning Organization policy board on Wednesday adopted Resolution MPO 2025-03 approving the proposed fiscal-year 2026 Unified Planning Work Program (UPWP) after staff clarified wording about available planning funds and carryover amounts.
MPO staff pointed to a revised paragraph that explicitly states Transportation Planning Funds (TPF) for fiscal year 2026 total $379,284, and that total available funds are $619,201 — the annual allocation of $375,000 plus an estimated $244,000 in carryover from the current fiscal year. "So that total available $619,201. We have planned and budgeted to spend 379," the MPO director said while explaining the edit to avoid ambiguity in interpretation.
The resolution authorizes submission of the locally adopted UPWP to TxDOT and the Federal Highway Administration for formal approval; staff noted the UPWP went through the required 20-day public comment period. A motion to adopt the document carried unanimously on a motion and second recorded in the transcript (second by Councilman Elias Diaz).
Staff said the final, state- and FHWA-approved UPWP will be posted to the MPO website and incorporated into the MPO’s public-document repository.
The clarified language ensures the locally adopted UPWP explicitly reflects the FY2026 TPF allocation and the expected carryover amount used in the MPO’s planning budget.
