The Eagle Pass City Council on Aug. 5 unanimously approved a conditional use permit to allow two additional residential duplex units at 724 South Bibb Avenue.
City planning staff said the proposed work would add units to an existing multifamily development and recommended approval to support housing affordability. Staff presented a revised site layout showing reconstructed units and additional on‑site parking spaces where feasible. The applicant told the council that the plan is to demolish and rebuild newer units in generally the same footprint.
Fire Department officials told council the additional duplex would not worsen existing hazards at the site and that, in the event of an emergency, personnel would still operate from the street. Fire Chief/Assistant Fire Chief stated the construction would not create a new hazard but noted the project does not fully meet the city’s fire code, so the council’s discretion would be required for the variance. “I recommend that that that you approve,” the fire chief said when asked for a recommendation.
Councilman Garcia moved to approve the conditional use permit; Councilwoman Ramon seconded. Council members voted unanimously to grant the permit and closed the public hearing at 6:06 p.m. Staff said they will work with the applicant on parking layout and other compliance steps before construction proceeds.
Why it matters: The council described the measure as an opportunity to increase housing in an area with existing multifamily development. Council and staff emphasized that parking and code compliance will be addressed during permitting and construction.
