Manville EDC recommends up to $20,000 for Grease Monkey site improvements

At its regular meeting, the Manville Economic Development Corporation voted 5-0 to recommend that the City Council approve up to $20,000 in reimbursements to Grease Monkey Manville for site improvements at 20815 Highway 6 in Manville. The EDC’s action follows a public hearing on project 2025‑02 and discussion of the firm’s planned second service pit.

The board’s recommendation will be forwarded to the City Council for final approval. EDC staff confirmed the council has the final say and that the board’s vote tonight is a recommendation, not the final payment authorization.

Why it matters: the applicant said the first pit, already installed, increased throughput and revenue and that completing the second pit would expand capacity further. During the meeting the applicant told the board the first pit helped the shop handle more vehicles and that revenue had grown by an estimated 20 percent since that work. The owner also said construction and equipment costs for the second pit are likely to exceed the $20,000 reimbursement being recommended.

Project scope and costs described at the meeting: the applicant detailed that the overall buildout originally included two pits and an alignment machine. At previous discussions the board was told one pit cost about $25,000; an alignment machine was estimated at roughly $30,000. The owner said the application submitted for this agenda item covers only the second pit and that the estimated cost for that second pit will likely be between $25,000 and $27,000. The applicant said the original request had been for $22,000 but that tonight’s recommendation was for “up to $20,000” to be reimbursed to the company for the site improvements.

EDC members discussed budget limits and precedent concerns. One board member expressed reservations about setting a precedent that could prompt similar requests from other auto shops; others said the board had previously indicated to the owner they would support the application and preferred to honor that commitment. The board also heard that the applicant has hired a manager and an additional technician in anticipation of higher service volume if the second pit is installed.

Formal action: the EDC moved to recommend approval of up to $20,000 to Grease Monkey Manville and the motion passed by vote 5–0. The board’s recommendation will be presented to the City Council for final action; staff said they will notify the applicant of the council meeting date so a board representative can attend.

Next steps: the reimbursement remains subject to City Council approval and any required administrative steps. The EDC’s recommendation does not itself authorize payment.
