The City of Manville Development Services staff provided an update on predevelopment activity and recent approvals, and the commission unanimously directed staff to provide applicants a written statement of conditions for any conditional approvals and a written explanation for any plan or plat disapproval, as required by Texas Local Government Code §212.0091.
Staff update highlights
- Staff listed predevelopment meetings held June 18–July 24 for several properties, including: two retail buildings at Highway 6 and Pine Street; a daycare expansion adjacent to Tiny Toons Academy with remaining acreage to be platted as residential; Redeemer Church expansion for classrooms and a gym; a retail building near Meridian Parkway and Parsley Boulevard; a proposed large mixed-use development east of Masters on Belcher Road (applicant referenced a roughly 738-acre [transcript figure: 740-acre] tract); a proposed community swimming pool on Inspiration Way in Meridiana; and a 114-acre tract on Oilfield Road being reviewed for 50–70-foot residential lots.
- Staff approved three Certificates of Occupancy: a change in ownership for Billy Daniels Donut; Great American Cookies / Marble Slab Creamery near the high school; and Didi Automotive LLC (previously Reliable Car Company).
- Commercial plan activity cited: McDonald’s civil and building plans approved on Highway 6; civil plans under review for a retail shell building near Manville Town Center.
- A comprehensive-plan update workshop is scheduled for Aug. 11, 2025, and staff noted changes to agenda- and plat-submittal deadlines from recent legislative updates.
Commission action on written statements
A motion to direct staff to provide written statements of the conditions for any conditional approvals and the reasons for disapproval of any plans or plats (per Texas Local Government Code §212.0091) passed unanimously, 6–0. The motion requires staff to put conditions and reasons in writing for applicants, clarifying expectations for next steps following any approval or denial.
Concerns and follow-up
Commissioners raised drainage and traffic concerns about a prospective large development east of Masters on Belcher Road and the Redeemer Church expansion, noting staff will need to confirm drainage calculations and road impacts during detailed review and platting.
