Brad Schweitzer, director of planning at EHA Engineering, presented the Meridiana Planned Unit Development (PUD) annual progress report to the commission on July 29, summarizing buildout, infrastructure and amenities completed and under construction in the master-planned community developed by RISE Communities.
Key figures and milestones
- Since construction began in 2018, Meridiana has reportedly added more than 1,200 homes and an estimated 3,300 residents in Manville and nearby Iowa Colony.
- The developer reported more than $540,000,000 in taxable value for the community as of January 2025.

Commissioners asked whether recreation centers are available to all residents and whether smaller grocery options are being pursued by the developer. Schweitzer said the recreation facilities (except some private amenity elements such as Oasis Village and Adventure Cove) are open to residents as required by state law for municipal utility district/open-amenity regulations and that retail choices are market-driven; sites remain available for potential grocers or similar tenants.
