Fair Oaks Ranch City Council on Aug. 21 approved the first reading of an ordinance to annex approximately 2.923 acres located at 329 Ammon Road in Kendall County into the city limits.
City planner Jessica Relucio summarized legal authority and the procedural steps: staff cited Texas Local Government Code chapter 43, subchapter c3 (annexation at owner request) and the city’s Home Rule Charter section 2.02 as authority for voluntary annexation. Relucio said the city council previously approved a resolution to purchase the tract on April 3, and that the city proposes to use the site for an elevated storage tank.
Staff said the annexation is the first reading; a second reading is scheduled for Sept. 4. The city also outlined a future schedule for FLUM and zoning public hearings and final council actions related to the newly annexed tract (planning commission and council hearings in October–November, final reading and zoning consideration in November).
No members of the public signed up to speak at the hearing, and no written public comment forms were submitted for this item. Following discussion, the council moved and seconded the annexation ordinance first reading; the motion passed on a unanimous voice vote.
Why it matters: annexation brings property into the city’s regulatory and service jurisdiction and clears the way for the city’s planned elevated storage tank on the site. The annexation also triggers a schedule for future land-use and zoning decisions for the previously extraterritorial tract.
What’s next: staff said final reading of the annexation ordinance is scheduled for Sept. 4, followed by future public hearings and council action on the FLUM and zoning for the tract in October–November 2025.
