A councilmember moved to approve the ordinance “as read,” the motion was seconded, and the council carried the ordinance by poll. Staff told the council the ordinance sets a $50 application fee and a one‑year permit term. Councilmembers asked whether routine church outreach or Vacation Bible School door hangers would be affected; staff confirmed standard exemptions and practical application would be handled under the ordinance and enforcement rules.
City staff said the ordinance will take immediate effect and will be implemented by the city’s municipal code enforcement staff. No amendment to fee levels was adopted; councilmembers noted the $50 fee is consistent with fees used by other municipalities.
The council recorded a voice poll with Places 1–6 and the mayor voting in favor; the city manager noted paperwork would be prepared to implement the ordinance immediately.
