Everman council approves $27,000 for study of Ray Street bridge after TxDOT flags substandard condition

The Everman City Council on Tuesday approved Resolution No. 2025-06-01 authorizing the expenditure of $27,000 from street improvement tax funds to hire T. Mill and Perkins Inc. for analysis and design work on the Ray Street bridge adjacent to Pittman Park.
A city staff member told the council that the Texas Department of Transportation has identified the bridge as substandard and is pressing the city to develop a plan for repair or replacement. “This $27,000 allocation is for them to come out and conduct the study on the status of the bridge and develop a plan for either repair or replacement,” the staff member said. The staff member emphasized the approved amount covers only professional services to evaluate the bridge, not any construction work.
The engineer’s scope includes $5,000 for surveying, $15,000 for hydraulic modeling (needed because the bridge crosses a creek in a floodplain), $6,000 for a summary memo and exhibits, and $1,000 for a floodplain development permit required by TCEQ. The staff member said hydraulic modeling is the largest single expense because of floodplain considerations.
Council discussion noted the study may identify temporary impacts such as moving park equipment but that final plans would clarify any relocations. The staff member said TMP (T. Mill and Perkins) is the recommended firm and that soliciting bids might save little and would delay the schedule while TxDOT is pressing the city to act.
A councilmember moved to approve Resolution No. 2025-06-01; the motion was seconded and carried. Staff said a full scope and proposal from the consultant would be reviewed by staff before any construction-level approval.
No construction contract was authorized by this vote; the action funds only the study and design work required to determine options and prepare necessary permitting and engineering documents.
