The Everman City Council on July 22 adopted Resolution No. 2025-07-02 appointing three individuals to the city’s Tax Increment Financing Reinvestment Zone No. 1 (TIF 1) board of directors and designating a chairman for the coming year. Council moved to appoint Susan Mackey and Juicy Sellers (as board members) and to list Judy Sellers as chairman in the motion recorded at the meeting. Staff told the council that appointees to the TIF must be registered voters in good standing without outstanding delinquencies to the city and that the TIF board should meet regularly (staff recommended at least quarterly) to monitor finances and potential projects. Staff also advised caution about appointing Economic Development Corporation (EDC) members to the TIF board because of potential conflicts if projects come before both bodies. Council discussed interim staffing and the practical need to constitute the board promptly to allow administrative transfers and to consider possible projects (including work at Johnson Park) within the upcoming budget cycle. One councilmember proposed leaving two existing members in place and adding a pastor the council had discussed to complete the three-member board for immediate work, with the option to replace appointees later; the resolution passed unanimously after amendment and a roll-call vote.
