The City Council voted unanimously to authorize the interim city manager to sign a lease renewal agreement with New Singular Wireless PCS LLC to keep a transmitter on the city water tower.
City staff described the negotiated deal as an effort to secure a revenue stream while the company seeks to extend its use of the water-tower site. Jaime, a city staff member who presented the item, said the company initially proposed a low monthly amount and smaller annual increases; after negotiations, the parties agreed on a $2,300 monthly rent with increases every five years of 12.75 (percent, as described in the presentation). Jaime told the council the revised schedule would produce roughly an additional $181,000 over the contract’s life if the company exercises all extension options.
Staff also said the company asked to add multiple extension options that could extend the lease to about 15 years or more if exercised, and that the company can terminate with 60 days’ notice. Jaime said the company had told the city it could decommission the site if the city would not amend the current amount, which could lead to loss of the revenue stream.
Council discussion framed the agreement as a pragmatic step to preserve revenue. “They reached out because they wanted to amend. Of course, they wanted to add additional extensions, but they also wanted to amend the current amount. And if we weren't willing to do that, then, they would probably consider decommissioning the site and us losing the revenue stream,” Jaime said. A presiding official also urged the council to accept the negotiated terms, noting redundancy in wireless networks and counsel to secure the revenue the company offers.
A councilmember moved to authorize the interim city manager to sign the lease renewal; another member seconded. The presiding official called the vote and the motion passed 7–0. The staff presentation noted key terms and described the lease as cancellable on 60 days’ notice and potentially extendable through multiple five‑year extension periods if exercised by the company.
