The Everman City Council voted July 22 to authorize the city manager to begin the formal rezoning process for a city-owned parcel at 503 West Enon Avenue, changing its designation from A-1 single-family residential to C-1 neighborhood commercial. Council approved Resolution No. 2025-07-01, which allows staff to submit the application and follow the standard public process required for rezoning city-owned property. Council members said the parcel is located near the intersection of Ray Street and Enon and was acquired by the city years earlier with possible future municipal uses in mind, including parking. Staff told the council the city now believes the property is better suited for private development at that corner and that C-1 zoning would be compatible with nearby community facilities and traffic at the intersection. City staff emphasized that the resolution does not itself change zoning or authorize a specific use; it only initiates the public rezoning application and review process the same as for any other owner. Council members noted that detailed negotiations about potential uses, development agreements or prohibitions (for example, whether a convenience store would be acceptable) would occur later when marketing or development agreements are under consideration. The council unanimously approved the resolution after a short discussion and a motion to proceed. The council did not adopt any land-use restrictions or development agreements at this meeting.
